Patient rates at county-run nursing homes in Duluth will increase by 21 to 23 percent on Jan. 1. St. Louis County officials say the staff underestimated costs when establishing 1979 rates and the increase should make the homes self-sufficient.
District Judge David Bouschor yesterday decided that Marjorie Caldwell, charged with murder and conspiracy in the deaths of Elisabeth Congdon and Velma Pietila, should be tried in Duluth. Caldwell's attorney Ronald Meshbesher had asked that the trial be moved to Hennepin County.

A home-invasion robbery spree came to an end this weekend when Duluth police arrested four suspects. Burglars have invaded occupied Duluth homes nine times since Oct. 15, and another 30 burglaries of unoccupied homes have been registered in the past two months.
The city of Hermantown has unveiled its proposed budget for 1999, calling for a 2.2 percent property tax increase. The additional funds would be used to start work on a main sewer line and help fund a new police and fire building.
